[Software] Persistent Debian Live ISO on HDD: How To Carry Out?

Hello, senior members,
In addition to my native Debian Bullseye on my laotop, I have installed Ventoy on my external HDD, and I boot multiple ISOs for specialised work.
I was very comfortable with Knoppix Persistent ISO and it has served my needs very well from 2013 onwards. But since the last 3 years, development in Knoppix appears to have stopped.
Software in the Debian universe and elsewhere have been updating, needing for a change of the OS edition and packages.
Debian has a wiki page at DebianLive LiveUsbPersistence
The instruction there is to create multiple partitions, one FAT and one EXT4 at least, and prepare those partitions. Unarchive the Live ISO in the FAT partition and change some files on the unarchived files on the FAT partition; and (b) create a config (persistence.conf) file in the ext4 partition with label "persistence".
I was a bit confused by the instructions on the wiki, as I am unable to fathom the reasons for the instructions, I wrote an email to Mr. Paul Wise, Content Administration, Debian Wiki, Debian.Org, requesting the email-id of the poster for the said wiki. My question was:
My question to the editor and creator, for their comment: "... We can use: FAT partition with boot flag ..."
Why do I have to use a FAT partition? Why not ext4?
I am yet to hear from Mr. Wise.
Without an answer I remain stuck. It isn't that I couldn't experiment the said step with an ext4 partition. But I could fail and waste precious time. Moreover, it feels good to be contacted, as an assurance from the Herd that my back is protected.

I perused the post, Re: Look forward to Debian 12 "Bookworm"!, but it seems that the thread has been retired. So it doesn't appear justified to post my question there.
It is better to begin afresh.
It would have been great to hear from the author and/or maintainer of DebianLive LiveUsbPersistence and /or the poster of the thread post, Re: Look forward to Debian 12 "Bookworm"! to dispel my doubts.
