GNOME – list active apps on top status bar

GNOME can list active apps on a status bar at the bottom of the screen. GNOME also has a status bar on the top of the screen as shown here:

Is there a way to display “all” active windows in the top status bar so less space is dedicated to status bars? In the image the app with focus, terminal, is shown but not “all” running apps.
