Network printers found but greyed out and not usable

I prepared a few older laptops from a local volunteer led museum as guest devices by installing default Debian 12 on them. I allowed the root user to login and didn't use sudo since I want the guest accounts to not have any administrative permissions. But I ran into the problem that I can't use the network printers which are available via wlan. GNOME and cups can find them in principle but when I try to use them the "print" button in the printer dialog is greyed out. Using "localhost:631" in the browser and trying to send the test page of the printer administration there doesn't solve the problem. I actually encountered the problem that originally the printers were shown as "on hold" but when I switched the status to "ready" they after an other test were suddenly gone from the list in the cups printer overview.

Also when listing the printers in the GNOME printers app they are found but I can't send a test page from there either.

Oddly one of the laptops can find and use the printers without any configuration needed at all. (When I think back the only difference could be that there I might have selected sudo and didn't allow the root user login.) So maybe I did run into a permission problem. On the other hand I can't find guides for giving a normal system user without admin permissions printer access. (Guides on access rights generally seem to be related to file permissions and probably even normal users should still be able to send print requests to network printers without needing individually set printer privileges.)

Unfortunately, I don't have permanent access to those devices and I need to schedule an other meeting if I want to optimize the configuration. Is it possible that there is an option I have overlooked in the installation routine I should have selected? Maybe there is a print server option I never noticed because I do not own a printer myself ...
