Bizarre Bandwidth Issue

I have a weird bandwidth related networking problem on my headless Debian 12 server.

Speedtest-cli consistently shows my download/upload at 800+/800+ Mbps.

Any actual data transfer, such as through SFTP or applications like Plex, bottlenecks my upload file transfer to about 10 Mbps (1.2 MB/s). However, if I also initiate a simultaneous SFTP download, my upload file transfer speed will jump up tenfold for the duration of the simultaneous download. The downloads and uploads do not need to being going to/from the same HDD.

I have tested the attached ethernet cable with a Windows device and SFTP speeds are normal/expected (relative to the hardware).

I'm willing to provide any necessary logs or hardware information as needed to help diagnose this problem, assume my knowledge is limited. Thank you in advance for any help or advice.
