HDMI hotplugging doesn't work with AMD GPU

I have a laptop with two AMD GPUs (integrated+dedicated). I noticed that HDMI doesn't work at all when I plug it in until I run the xrandr command.

It seems that HDMI hotplug is not working as I see no log messages when I connect the display. Once I run xrandr everything works. Any idea why this is happening.
