apt install pdfmod not finding pdfmod package

I'm using Debian 12.5 with GNOME and I'm trying to find alternatives to Window's Foxit Reader. I found pdfmod at:

packages.debian.org/buster/pdfmod

but apt install pdfmod does not find the package. I tried sudo apt-update before trying to install it. The page describes it as:

Package: pdfmod (0.9.1-8.1)
simple tool for modifying PDF document

I also searched for pdfmod using Synaptic, and it too did not find the app.
